ESPN allowing commissioners to add IR slots

Saying that usually this is only allowed to be adjusted before the season. Now this is allowed in season and up to 4 slots.
Also, players on the Titans will be IR eligible if this week's game is postponed or canceled because this would be their second bye week. Only teams that are forced to postpone after a bye week will have players that are IR eligible. This will be the case for the rest of the season.
