It doesn't increase as much as people think it should/does, especially in a 10 team league that's also PPR.
I just plugged OP's scoring system into 4for4's VBD calculator and Thomas is ranked 13th, while Carr is 62. Now this is a pessimistic ranking for Carr because they project him as QB14, but even the QB6 spot is ranked 43 overall.
The biggest jump I noticed is elite guys like Brady and Rodgers, who move into the end of the first round/beginning of second round.

When you have the worst QBs in the league I'd say he would value a guy like Carr who is viable as is, but will only get better
Do the math. There are 18 other QBs gone at the least. And in a 2 QB league many teams prob have a 3rd or 4th
He likely can't even start 4 WRs so he might as well deal one

I'd like to know this guys RBs too and if he can even start 4 wide. Would help with decision making
I think I can roll Palmer as my 2nd QB and hope for a bounce back
I would go ahead and add Jay Cutler
And I would be looking to possibly cheaply buy in at the ground floor of a wentz or even a Bortles and hope they return close to top 10 QB numbers. Keep my 4 wide and deal one later if they don't work out
