Does your league have a group chat? Maybe bring it up in there and put some public scrutiny on him. I'm sure your league mates would be interested in knowing about it too

No. But I'm friends with the guy. I've texted him a couple times. The first time was yeah I have forgot, then second time was no response.
Not going to ruin a friendship over it but won't rejoin next year.... And may kick him from my league next year also
..... Maybe that will cause some rough patches anyway
