We have the technology to know within minutes of the lottery drawing, the exact gas station the winning ticket was sold from, but can’t figure out crap like this in a timely manner. Makes you think.

It’s the government. Technology challenged, slow to change, too many folks needed to complete a single task. It’s night and day how the efficiency compares between private and government sectors.
