I know most MLB stadiums offer tours. I am not sure if its only on days when they have home night games or not.. But if I went to Dallas or Las Vegas (I am more interested in seeing the newer stadiums) is there some type of tour you can pay for to go on?

Any new NFL stadium will offer tours. I know Dallas and Atlanta for fact.

Stadiums also give out some kind of swag (usually a poster) to visitors if you stop by the office while there, fwiw.

I remember going on a tour of the Astrodome in the 70's. As a kid I thought it was awesome.

I also remember going on a tour of the Superdome not too long after it opened. I thought that those old screens they used to have hanging from the roof were the most awesome thing in sports. For a long time, the Saints were the only team in major sports to have replay.

They almost all do. Even tiger stadium does free tours. You just have to schedule them.
