Buying new iPhone as gift. Verizon. Options?

Purchasing for my wife's birthday next week. She's on Verizon. I'm assuming I'm going to get price gouged going through Verizon. Am I better off buying an unlocked version off eBay?
Looking at either iPhone 10 or 11. Don't want to spend more than $500, ideally a new phone. She's coming from an iPhone 5

IPhone 11 and iph se are cheap devices. You can definitely get the se brand new for 400.00. Iph 11 is closer to 600.00.

I have an SE and really like it. Its basically an iPhone 11 in an iPhone 7/8 shell. Still has a home button with touch ID capabilities that the later models lack.
I got it mainly for the size, I don’t want something huge. May consider a 12 mini when they start to come down in price.
ETA: just read the OP again and noticed that she’s on an iPhone 5 - she’ll almost surely want the SE, unless she’s prepared to make radical changes in how she carries her phone around.
