My dad always told me that his father gave him this piece of advice when he had his first kid; “son, don’t ever warn your kid that if they do x again they’re going to get an arse whipping if you don’t really mean it. Because if you don’t follow through with the arse whipping if they continue to act up, they’ll take advantage of you for the rest of their lives.”
I think it’s got a lot to do with how neutered parents are today in society. When I was growing up, my dad wouldn’t hesitate to give me an arse whipping in public.

The kids likely don’t care as well as the parents. Don’t take yourself so seriously—they probably aren’t.

Think I would have had a few choice words for the parents. Apparently they are afraid to correct their kids, so an adult giving them an earful would likely have resulted in the guy pissing his pants and the woman screaming "Toxic Masculinity" at the top of her lungs.

I’m not saying he was necessarily wrong. I am saying that he shouldn’t feel bad today, as the kids and their parents probably don’t give a shite what he thinks and have likely forgotten about it.

I was a fairly well behaved kid, as were all my brothers, and feel no ill will towards my father. He never spanked me because he wanted to, I deserved it every time I got it.
Taught me that there were consequences to my actions. Children need to understand consequences and they need to understand it early.
He wasn’t just some fricking malevolent tyrant that only came down hard on me. There was positive and negative feedback.
Furthermore, my dad is my best friend. He’s going to be the best man in my wedding this fall.
