strange oak tree hair

A friend of mine discovered this hair-like substance tangled in his oak tree outside of picayune. I have my thoughts on what it is, but would like to get more opinions. It's black, very thin, and the strands are a couple feet long.

It’s actually a type of moss. I have the same issue at my home. I spoke to a horticulturist. Its weird
