It's upscale. Can walk to bars & restaurants. Best place to stay downtown. Very short drive or kinda a long walk to the Old State capitol and La State Museum

3rd street bars are really fun. You can go back and forth between them. Plenty of good restaurants down there also. Many of the bars have bands playing.
Historical stuff: you have the USS Kid a battleship that has a museum in it. You have the old state capitol that is cool. Even the new state capitol is pretty cool. It has an observation deck that you can see all of BR from.
All of that is downtown.

Stroubes is right around the corner. I ate there Saturday night and it was delicious. If you're looking for upscale, this and The LIttle Village are really your only options. Both places are pricey though,

For upscale food, Stroube's is really good and has lots of options (Stroube's Roll and Lamb Lollipops are great appetizers). There is also Little Village which is good italian (if you do, get the village bread and thank me later). Restaurant IPO is a very nice tapas place if you're into that. Also Tsunami for sushi. They also have a bar outside on the weekends where you can drink and enjoy the view.
Casual food there is a lot of, just depends what you want. Capital City Grill is a good, consistent option. Schlitz and Giggles for pizza. Aztecas is the new mexican place a few blocks from there in the old Little Village. Poor boy Lloyds and Harringtons if you want some fried food. Also check out Lucy's fish tacos.
Sights: Old state capital, USS Kidd, New State Capital, Old Governor's Mansion, Louisiana Arts and Science Museum are all in walking distance. You could also make the long walk to the Belle Casino for some different types of sights...
