My mom has a cabbage recipe for the rice cooker that is kind of like a deconstructed cabbage roll without the tomato sauce that is amazing, let me see if I can get it.

This is the best recipe for stuffed cabbage rolls that i've used.

of course, it doesn't meet two of your criteria--it is a lot of work and has a tomato based sauce--but is very delicious; clearly not what you are looking for but thought i'd post it just for FYI.

LINK / Thia is pretty close to the recipe and it's easy and is very delicious. She prob subs out broth for water and I would add the spicy rotel.

I like this recipe because it doesn't call for precooking the meat. To me the meat stuffing should be firm, not a fluffy dirty rice. The only change I would make to it is to use 1/2 cup of raw Minute Rice instead of the cooked rice. There is enough moisture in the filling to cook the rice and allow it to absorb the other flavors. I've tried this with regular long-grain rice but the rice never gets fully cooked, so it does have to be Minute Rice.
