I assume the school board knows there are some bad documents in there for them.
So if they ever hand the documents over, they'll do a document dump so large that the documents are almost unmanageable. Then, when someone sifts through the millions of papers and finds the bad ones, the school board will say something like "so what, you found 10 documents out of millions."
I bet that's their plan, and that's why the estimate is so large.
