People have a very wrong perception of current Baltimore protests due to Freddy Grey. Baltimore learned its lesson from 2015 and why the 2020 protests were actual protests >95% of the time. You had some outsiders coming in and causing trouble, but the gang bangers in the city quickly took care of them.
Friend of mine is a city cop and he had duty during one of the protest days. Apparently a white kid from Pennsylvania tried to start throwing stuff at the police. The protestors grabbed him and worked his arse behind the mass, then tossed him, fairly bloody, to the cops.
Outside of a couple broken glass doors in the inner harbor, nobody dared riot and get martial law again. That wasn't good business for anybody in Baltimore, businesses or gangs alike.
ETA: there has been a pretty interesting shift in police relations in Baltimore recently. A lot of neighborhood people patroling neighborhoods they know. More importantly, they don't need to raid neighborhoods anymore. Friend works in the drug unit, and 99% of their time is just scrolling Instagram. So many young bangers post pictures of themselves with guns and drugs. He said he's been able to actually get the serial number on the guns they post ~20-30% of the time. One of the few times social media has done good for society.
