100% you did the right thing IMO. And not only because there is a baby in danger. But someone like that driving around puts everyone else in danger too. There's nothing wrong with calling the cops on someone clearly putting the public at risk like that. The baby is only icing on the cake and makes it an even better decision to me. Good for you, and for all you know you saved lives by doing it (either theirs or someone else's).
