Homeowners should not be in the golf course business.
Golf course owners should be in the golf course business.
The answer is not, and never will be, the homeowners. It's beyond stupid to think otherwise.
There's really only a small handful of outcomes for that place:
1) Deep pockets get involved and operate what could be a great golf course at a financial loss year after year.
2) Regular pockets get involved, try to get the course on the cheap, and operate a mediocre facility that barely breaks even at best.
3) It goes the way of the do-do.

I’ve heard through reliable sources that a bid has been placed by some Louisiana baws with deep pockets.
