I don't think they are trying to force others to not attend. They are simply choosing to not use their ticket

True. But you do have to incur the cost and effort of "proving a negative". Some may not want to waste their time and money to do so.

Now, purportedly, it is pretty easy to get into the game without a vaccine card and/or proof of negative. But I can understand the sentiment of not wanting to acquiesce to clearly nonsensical restrictions simply to just watch a football game. Nonsensical because (a) they aren't diligently enforced; (b) tailgating right outside the stadium is wholly unrestricted and (c) a vaccinated person can still catch and transmit the virus.
