I'm a bit hesitant to apply simply to not rock the boat. What if I apply, word gets out (it will get out), I don't get the job, then I get cut because I rocked the boat? Not ideal. Also, the head of my current org is big on favorites, even admitting it to us, so if I rock the boat and she get word I got a bullseye on my back.
I don't dislike my job at all, but this is a really good opportunity in the branch of the org that is printing money and very safe to be in.
If you are applying to job that genuinely interests you and is good for your career, go for it.
If your current manager holds that against you, it’s not somebody you really want to work for long term anyway.
If this is that big of a perception deal, sit down and talk with him BEFORE you apply. Most of the insecure managers that hold this shite against employees just want to feel in charge and empowered. If you talk to him before, you control the narrative to him and give him the ability to input. He may be able to lay out some things you had not considered.
