In theory yes because it is supply and demand, but when there is a disaster and people need supplies I don't think that should be exploited.

If I buy 10 generators in Memphis and bring them to BR and sell them at twice the retail value, is that price gouging?

When people need more supplies than are available, what method to you propose to decide who gets the limited supplies?
