Best way to get weapons or merchandise is to steal it from law enforcement lockup. And it's been done for decades, if not longer.
You know "The French Connection", which was the story about the heroin seized coming into New York from France? Most, if not all, of that heroin ended up being replaced with sugar or other substances while in the NYC lockup thanks to corrupt cops being on the take for the Five Families.
