take an old cheese grater to few bars of lever 2000/irish spring soap and sprinkle down the property line

Not sure I get the point you're trying to make? What does that have to do with anything? This guy hasn't taken anything of IB's has he? The neighbor isn't on IB's property, right? Just closer than IB wants him to be.

Can we get clarification here? You say the feeder is "on the property line". Who's property is the feeder on? Is the feeder on IB's property at all? Or is it 100% on the neighbors own property?

If it's on IB's property even by a foot, that's a problem.
