Because he strongly suspects the neighbor will be actively hunting and shooting onto his property. It's very easy to say the deer ran onto your property when no one witnesses the actual shooting.

Why does he suspect he'll be hunting/shooting onto his property? Or is he just assuming. Like others have said, go talk to the guy, have a few beers and make sure yall are on the same page. Could end up with an awesome neighbor
