How is it constitutional? The proponents of constitutionality can cite US Supreme Court precedent on their side - the 1905 Jacobson case backing up mandatory smallpox vaccines. The legal theory was that the requirement was allowed under the state's constitutional police power.
I am not saying I like it or agree with it, but that is the answer.

It would be interesting if someone filed a Quo Warranto action against her and made them show the authority upon which their orders are based.
