We've tried therapy and Lexapro. She's been resistant.

Disclaimer I don’t have kids
My opinion as someone who doesn’t have kids is meds & dropping her off at counseling aren’t going to help
Your entire family dynamic needs to change
Eat dinner together every night
Go hiking, go to the beach, find family oriented hobbies, anything that brings the family together on the weekends

Do you go to church?
If not, find a local church with youth activities, chances are she will make new friends

Punishment isn’t going to solve the issue on its own

I wish your family the best of luck
So many things happen at such a young age that can change their future without them realizing it

ETA
I am not saying she doesn’t need meds, especially after seeing post about biological father
She more than likely does & it may take time & different meds until it’s right
She needs more than just meds & counseling is what I was trying to say

Oh and definitely do therapy for a while before medicine - my kid has had severe and very scary reactions to several different antidepressants.
