Who is this law helping? Why is it needed? Because the government thinks private businesses should have to disclose salaries in a job posting just like the government does?

It's their belief that minorities are offered less. If the pay is posted, then it mitigates some of that perceived bias.
But in all honesty. Housing costs in minority neighborhoods is less than housing costs in white neighborhoods.
But cost, for whatever reason, is not factored into the equation.
