True but the odds of that are generally pretty low. The only time I can remember something like that happening was when a 7-5 Wisconsin somehow blew out a 10-2 Nebraska in 2012. However, the Badgers were only even in that game b/c both Ohio State and Penn State were ineligible to play for the conference title.
