Because, absent an anathema, anyone is welcomed to attend mass and join worshippers. However, as the Eucharist is viewed as partaking in the actual body and blood of Christ, the recipient must be in full communion with the Church (which generally is viewed as having confessed and repented of all sin at the time of receipt).
