Sounds like a capacitor. You can have more than one, and lots of brands are just crap. Try to find something made in Japan or the US. There are so many brands but Amrad and Mars should be available, the Japanese have spread out and make capacitors all over Asia and a lot of US brands started making capacitors in Mexico, you need to see the Capacitor or order from a trusted source to get one made in a good plant.

Reminds me, how do I open up my condenser panel and check my capacitor without getting shocked?
