He probably didn’t know about this. He was most likely preoccupied with coronavirus and operation warp speed.
Still, Trump’s biggest mistake was not getting rid of certain people (Wray, Fauci, etc), trusting the wrong people (Barr, etc), and having people that were afraid of pulling the trigger (Sessions).
It’s difficult being a non politician/outsider and coming into the government. The government is a huge behemoth. Who do you trust? How do you know? Practicality demands that you must depend on some people.
