Purpose as a test? To what end?
Also to release something in the public that may come back around to you? Whoever made the decision (in your scenario) did so knowing that this could come back to himself or his family or different leaders?
I think much more likely.... Read the first 20 pages of The Stand. Just somebody simply fricked up. That’s just more plausible to me.
A frick up is always more believable than evil genius.
