I would rank the people of New Orleans as the nicest to tourists as long as they don't have an encounter with a robber or mugger.
I can especially tell this by the way opposing fans are treated at the Superdome in contrast to how badly Saints fans can be treated in other cities.

Gotta throw in something for Nebraska.
Last summer I was in Nebraska (just passing through on my way to/from more interesting places) and pulled over to the side of the road to fly my drone low over a huge corn field toward a distant barn. As soon as I stepped out of the car I was replying to a text on my phone and someone stopped and asked if I had car trouble and needed help. I thought that was considerate.
