What about splits where Senate goes one way and POTUS goes the other?

I'd even go so far as to strip those individuals of committee chair assignments.

does this mean that Nancy and Chuck need to step down?

No. California and New York are solid blue states. It would mean McCarthy and Stefanik would have to step down.

You should probably want your best and brightest running your party regardless of state.

There are several million republicans in California/NY. Some of them may actually be worth a damn.

Ok, here's another one:

What is both the House seats and Senate seats went one way, but POTUS went the other?

I am all for this...you should also be forced to caucus with your state first, your party second.

Does not match this

Terrible idea. Many states have urban areas that are Dark Blue and Rural areas that are Dark Red. Why penalize someone who lives in a Red area of California, NY, or Michigan to choose someone from Texas? Especially if that is for every Leadership role?

It's short-sighted.

Simple. Before you fix the country you have to show an ability to FIX YOUR frickING STATE.

Also, how is it punishing me if my representative isn't picked for a leadership role? The way I see it, if my representative is more concerned about party leadership than actually representing me, that is how I'm being punished.

He ran and won as New Yorker.

He ran and lost as a Floridian.
