I don’t know what to make of that number.
What is the % of people that buy a convertible sports car after owing one already?
What about the % repeat buyers for trucks?
I have had several EV’s and they have their pros and cons like all vehicles.
But anyone who buys one BEFORE figuring out if it fits their needs and making plans for charging it, ..... well they are an idiot.

I want to know the percentage of people who buy giant SUVs to haul around little billjaminaxon and his travel ball team, then realize he isn't going pro and sell it for something they can actually park.
