Not when they sign a contract with a third party vendor and service provider saying they won't do that. That's the issue here. Sell what you want. Charge whatever price you want. Accept whatever payment methods you want. But one of those payment methods has conditions hardwired into their customer agreements and you need to either abide by that or decline to use those payment methods.

I mean that also works with the credit card company's argument too. If they want the dollars that comes with credit cards, than they should follow the rules.
