4 pages and not one mention of tax revenue.

Regardless of what people think about weed, the tax revenue generated would be a game changer for the state.

It's going to happen eventually, so let's do it now to start milking this cash cow.

Tax revenue is the least compelling reason to legalize out of all of them. The absurdity of a plant being illegal kills me. Legalizing it so the same state that made it illegal in the first place get bigger and waste more money is stupid.
