Federal contracts are unbelievably complex and almost any project under $2 million can be awarded without bids if it's through a 8A (minority) contractor and most 8A's are nothing more than "shadow" owners and many are tied at the hip with Federal contracting officers.

Hundreds of billions are wasted in this process.
