Sure we could. It costs me $150 for me and my wife to dine out. Pay them more, and it will cost me $250? How many customers are going to do that?

Yep. Part of the plan. Artificial means to raise minimum wage by the pseudo universal base income.

Of course they could just be paid more. The question is how much more are you willing to pay for the services. Do we adjust their wages lower once the government money runs out? I am starting at $12 an hour plus pooled tips of about $4 an hour on average. That's $480 on a 30 hour work week. Still less than their unemployment check. I had 10 no shows for interviews last week. Spend a little time in the business or shut your trap.
