I'm not sure this is the same thing as the leader of one of our top allies showing up at the PRESIDENT'S HOUSE and having the Vice President greet him. But, good effort on the weird deflection attempt, I guess.

Diplomatic protocol, a head of state is met by their counterpart.
When you send a junior official, it suggests that the junior official is their equal, which is insulting.
And they are obliged to take offense, because the head of state isn’t a person, he represent the government and the people of his country. To accept it, is to accept that your country is of lower status.
