That is not just a modem, it is a modem/ cell phone radio module that is used to send and receive data through the cell phone network. It does not need a wire connection or WiFi network connection to be made to the machine to be able to connect to the internet or a private network.

The chipset on the mother board is specifically designed to not connect to the internet. The report said as much. The report said the concern was with the use of a sim chip that could be used in another wireless device that would allow it to connect to the central server.

That could be a hole but there is no research into the security or any vulnerabilities on the server. If the server has closed off any unused ports and only has specific listeners on the open ports, then there shouldn't be an issue.

You can't be afraid of communications between devices where the hardware pretty strictly ties it down.
