Harris is a fake; she employs that 'cackle laugh' as a psychological response when in over her honesty head. And as a public persona trait, to establish that she's a light hearted and honest person. Hillary was master at this; teethy smile and cackle + good person, to the dupes.

They Left will ride this train till it goes off the rails; and then - when confronted with the bloody circumstances - they'll blame their opposition for not getting on board.
