I boggles my mind why anyone would go get tested at this point (besides work requirements)

The more they test, the lower the positive rate will be.
But, to answer your question. A lot of places will not treat a patient without a test first. Regardless of why you are there. Also, for those that use common sense (i.e., don't need a COVID test for a sprained ankle), you will need a COVID test for anything relating to sinuses & upper respiratory. With the way pollen season is kicking my arse, I am sure there are a lot of people running to the Dr or UC to get their shots 7-packs... and need a test first.
