Atlantic City area has been working to do that for the past few years.

Is it because they have roads that are underwater?

Has anyone done an environmental impact study on what raising the roads will do to the environment? Surely there is a snail darter or brine shrimp in the area that will be impacted...

I think they just flood all the time and it's been getting worse.

Water expands when it freezes, so melting ice caps will lower ocean levels.

The melting of land ice, not sea ice, is what people say will raise ocean levels.
