I'm pretty sure it's not "green screen" that's being used. I'm not certain what program was used, but it's one that allows layered composition of video.
If you pause the video when Biden's hand and forearm are in front of the light colored fuzzy mic, you'll see how a "marquee tool" similar to what is used in Photoshop was used to cut around the sleeve of his sportscoat. Compare the sharpness of the edges of his body and sportscoat with other areas of color contrast and it becomes rather apparent that this has been edited somewhat.

For what reason such editing was made, I have no idea. What I do know is that I am even more suspicious of anything and everything I see coming from the MSM these days. I would like to know the identity of the Democrat version of Joseph Goebbels. There's no doubt that he (or she) exists and is hard at work running the propaganda machine.
