This is not true. Well not entirely. They won the contract as much as SpaceX won the contract. The final down select to two providers is to occur in April.
Also, Starship will reach orbit before New Glenn reaches orbit. Book it.

That is probably the safest bet ever.
Musk has a driving force in him to put a person on Mars in his lifetime. Pretty sure that is how he wants to be remembered. Perfection though failure.
Bezos loves space and the stars, but I do not think he is searching for a legacy. He wants to build out a long term human plan of Utopia. It is not a wrong idea, but it is a little SJWish which is why there seems to be a lack of progress.
At this point Musk is NASA of the 50s and 60s. Bezos is NASA post Challenger.

SpaceX still has to get the elevator proof of concept working. Maybe it's not a big deal but is an added complication to Starship.
