This is how it plays out with Manchin/Sinema
A) They (read Ds) will come to an agreement to pass the Covid bill as it is just without min wage increase.
B) They will agree to adjust min wage to 11/hr immediately with some R support in a separate bill.
and
C) In return the Proggies will hold off on scrapping the filibuster for this Presidential term (at least for this Congress)....at least until the Green New Deal come up for a vote
ETA Forgot to add they'll put some AZ/WV specific pork in the COVID bill too.
