Not the city of Baton Rouge. The parish of East Baton Rouge, which contains Baton Rouge, St. George, Central, Zachary, Scotlandville, Baker, etc.

Agreed, but there is a lot of industry in EBR, and a lot of professional services that support the industry all around EBR. Plus LSU and the state government.
