Doohan was Canadian, and his native accept was pretty standard North American.

He related in many interviews that he did the audition in a variety of different accents. Perhaps one of them was Irish. Roddenberry said that he thought the best engineers were always Scotsmen, so they used that one.

Commander Scott was not originally envisioned as being a major character. In fact, the character did not even have a name when Doohan auditioned for the role of "chief engineer." The surname "Scott" was picked after his nationality had been decided, and "Montgomery" was selected because it was Doohan's middle name (named for an ancestor).

On the other hand, did you ever notice that they seldom showed Scottie's right hand? Doohan lost the middle finger at Normandy.
