They can choose how to pay, they are gambling going with a direct market rate that is often cheaper than traditional energy sellers charge but with the risk that they will have to pay more during times of high demand. From what I understand sometimes electricity is essentially free for periods of time under these market price models of billing, but looks like that sword cuts both ways.
