It can be where it’s something that gets used more than once every 50 years. North Sea, off shore units use the shite out of it. West Texas, probably just doesn’t money out and it’s a super competitive market with thin margins.

It definitely is in illinois or iowa where they seem to manage no problem.

My guess is texas said "how cold could it possibly get??!" and cut those corners.
