Depending on what he had on his skin, he was likely fine. This is like the lighter fluid trick your uncle used to do at family gatherings. The lighter fluid burns first and you put the fire out before it gets your skin.
If you breathe in the fumes though, your lungs can get burned and then you're in trouble.

I'm thinking not likely, because he was exposed to the flame for only a short period and if it was alcohol or something similar it wouldn't burn as hot as gas.
My question is what in the hell was he doing? It looked like his intent was to jump in the water.
