I always figure they are making shite up as they go. I watch for a common work and the person make one hand sign then when that word is said again its a whole new hand sign.

That's because it isn't always one gesture = one word. There are a lot of common phrases that have their own signs as a whole so if that word is being used again in a common phrase you'll see a different gesture.
