You are rather naive. What the OP is stating is the president may be CIC on paper, but the bureaucracy, with the military/pentagon being the tip of the spear (pun intended), can obfuscate/delay/misinform for decades.
You think its coincidence that the US military has never had a full external audit, by either party???
